Elise Higgins – At-Large

Elise Higgins is a graduate student at the University of Kansas, pursuing a PhD in Women, Gender and Sexuality Studies with an emphasis in public administration. She has worked professionally as a grassroots organizer for voter rights, health reform implementation, dental care access, and Medicaid expansion. Elise has advocated for reproductive rights in the Midwest at the grassroots and legislative levels, working as the lobbyist and State Coordinator of the Kansas National Organization for Women, and as both Kansas Manager of Government Affairs and Regional Director of Public Policy and Organizing at Planned Parenthood Great Plains. At Planned Parenthood, Elise oversaw legislative, electoral, and organizing strategy in Kansas and Missouri. She has been a fellow at the Front Line Leaders Academy through People for the American Way, and was also a Generative Fellow through CoreAlign. Elise has been on URGE’s board of directors since 2009, when she began as an undergraduate student representative. She can be found reveling in her transition to graduate school and living in Lawrence, Kansas with her partner and their cute dog.
